The 90275 ZIP holds nine flood claims in the program’s whole history, and eight sat outside the high-risk zone. The map does not know where a house up here gets wet, because it is not the rain.

The Portuguese Bend complex grew from 380 acres to roughly 700. In summer 2024 the ground moved on the order of feet, not inches. Shifting ground shears the pipes that then leak.

The city points to rain feeding a layer of bentonite, a clay that turns slick when wet. Below it sits a deeper slide plane. Water that never touches your floor can still pull the ground under it.
